On Thursday 8 June 2017, the Workplace Relations Commission issued proposals to extend the Public Service Stability Agreement 2013-2018 (the Lansdowne Road Agreement ). The proposed Agreement, which will cost €887m over three years, will run until December 2020.  The full text is available here.


A number of issues fall to be progressed following the conclusion of the negotiations, as follows:

  • The consequential increase of €500 in the rate of Rent Allowance and associated salary scale consolidations for Prison Officers and Firefighters on foot of the Labour Court recommendations on An Garda Síochána.
  • Extension of the Rent Allowance to those small number of full-time Firefighters not already in receipt of it.
  • Restoration of the following allowances for post-2012 new entrants:

– Allowance for radiographers working in the Breast Check Unit in the health sector;

– Livestock Allowance for certain technical officers in the Department of Agriculture; and

– Tool Allowance for craft workers in the Local Authorities, OPW, and health and education sectors.

Further to agreement reached at the WRC on 4 March 2017, under the framework of the existing Lansdowne Road Agreement, it was agreed that a number of allowances for post-2012 new entrant nurses would be restored as follows:

  • Midwifery Qualification;
  •  Registered general nurse in the community;
  • Nurse co-ordinator allowance;
  • Specialist co-ordinator allowance (nurse tutors); and
  • Nurses assigned to occupational therapy.

Implementation of all of the above measures is conditional on the ratification of the new Agreement by the unions/associations concerned.
