Labour Market & Enterprise Policy

This division manages various Votes (Agriculture, Food and the Marine; Children & Youth Affairs; Education and Skills; Health; Jobs, Enterprise & Innovation; Social Protection; Transport, Tourism & Sport); and also deals with Education Policy, Commercial Semi-State Bodies, New Era State Assets and Government Accounting.

Expenditure Policy and Reporting & Government Reform

This Division is responsible for central public expenditure policy.  This includes preparation of the Mid-Year Expenditure Report and the annual Estimates as well as the development of the Medium Term Expenditure Framework,  Performance Budgeting and aggregate public service numbers policy.  The Division is also responsible for the national framework for public capital investment, national policy for Public Private Partnerships and expenditure management for the Education and Justice Vote Groups.  The Government Accounting Unit is located within the Central Expenditure Policy Division.

Expenditure Management, EU Policy & Audit

This Division manages various Votes (Communications, Climate Action and Environment; Defence; Housing, Planning,  Community and Local Government) and deals with climate change expenditure evaluation. It is also responsible for issues relating to the EU and Northern Ireland such as EU Structural Funds and North/South Programme policy. This Division is also responsible for the ERDF Audit Authority and Internal Audit Unit. The Internal Audit Unit provides a shared internal audit service to the Department of Public Expenditure and Reform and the Department of Finance.

Remuneration, Industrial Relations and Pensions

This division deals with public service pay and pension policy development and application, and industrial relations issues across all sectors of the public service (civil service, education, health, local authorities, defence, justice (Garda Siochána, Prisons), non-commercial State agencies), and related matters including the pay and pensions of Officeholders, and the operation of the Conciliation & Arbitration (C & A) Schemes and of Vote 12 Superannuation and Retired Allowances. In addition the section deals with pensions terms applying in commercial State bodies where significant matters of policy are involved; atypical pension terms (e.g. professional added years; cost neutral early retirement), employment conditions for EU officials; Board fees; Travel and Subsistence policy; and certain financial supports for the Houses of the Oireachtas.

This Office deals with eGovernment and the application of information technology including ICT infrastructure policies and services, ICT Control and IT systems development.

Public Service Reform & Delivery & Chief Operating Officer

This division is responsible for driving overall Public Service Reform. It reports on the integrated plans for all departments and major offices. It drives a whole set of cross cutting reforms agreed by Government. It also has specific responsibilities for business consulting; organisational review programme; baselining public service reform & delivery programme office; cabinet committee and sub-structures; communications; and shared services policy. The Corporate Support Unit’s primary focus is on the provision of quality support to the Department’s Management Board the unit is responsible for a range of issues including management and administration of Freedom of Information for the Department, Risk Management & Compliance, (e.g., Ethics, PSMA, Audit), Corporate PQs for the Department, Business Planning co-ordination, including Statement of Strategy and Quality Customer Service.

Office of Government Procurement

This Office leads on the reform of public procurement across the public service, and integrates national public procurement policy and operations. It provides a range of compliant value-for-money procurement solutions, including framework agreements and contracts, to support its public service clients in delivering services to the public. It works with partner sourcing organisations in Health, Education, Local Government and Defence to deliver on the objectives set by Government for procurement and to enable collaboration and coordination. Finally, it supports a number of national procurement systems, including eTenders and Business Intelligence, on behalf of Government.

National Shared Services Office (NSSO)

The National Shared Services Office (NSSO) delivers the Government’s mandate to expand and accelerate the use of shared services in the Irish Public Service. Shared services is an innovative business model and a key element of the Public Service Reform Plan that uses the latest technologies to drive better value for money. The NSSO is directly responsible for shared services within the Civil Service. It is tasked with leading the transformation of HR, Pensions administration, Payroll and Financial Management administration in the Civil Service and integrating these separate functions under a single shared service organisation. The NSSO also provides expert guidance and support to other public service sectors in shared services. Four shared service centres are operating across the Public Service. In the Civil Service, and within the NSSO, there is PeoplePoint (HR and Pensions administration), and the Payroll Shared Service Centre (PSSC).

Human Resources Strategy Unit

The Human Resources Strategy Unit was established to develop and implement a HR strategy and support the effective running of the Department. Specific functions for the HR Unit include workforce planning, employee relations and performance.

Chief Human Resources Officer

Responsible for Human Resource Management Policy Division, Human Resources Shared Services Centre, which is responsible for the development and implementation of HR policies in the civil service including workforce planning encompassing the workforce planning framework and policies on recruitment; promotion; mobility; secondment, redeployment and decentralisation. The Directorate is also responsible for performance management including policy on induction; probation; PMDS and underperformance. It also deals with the Senior Public Service, policy on equality and diversity; the establishment of the Civil Service HR Shared Service.

Office of the Chief Medical Officer

This Office provides an efficient and cost effective occupational health service to civil servants, prison officers, state industrial workers, defence industrial workers, Public Appointments Service as well as to various non-commercial semi-state bodies. This encompasses pre-employment medicals, workplace rehabilitation of sick employees and ill health retirement, as well as ongoing workplace health issues. It also includes statutory health screening (e.g. audiogram hearing checks), statutory vaccinations (e.g. hepatitis B) and health promotion screening (e.g.cholesterol / diabetes checks). Policy advice is provided by the CMO on all work and health issues to Department of Public Expenditure and Reform, civil & public service personnel officers, Chief State Solicitors Office, State Claims Agency and other areas of public sector as required.
