Irish Language Scheme 2015 – 2018

Introduction

This is the first Irish Language Scheme prepared by the Department of Public Expenditure and Reform under section 11 of the Official Languages Act 2003.

The Department of Public Expenditure and Reform was established in July 2011.  The Headquarters and Ministerial Offices of the Department are in Government Buildings, Merrion Street, Dublin 2.  The Minister for Public Expenditure and Reform is Mr. Brendan Howlin TD and the Minister of State with special responsibility for the OPW and public procurement is Mr. Simon Harris TD.

The Department has a dual function; to control public expenditure and bring our budgets back to a sustainable path, and to ensure the necessary reforms in how Government and the public sector work.  The functions of the Department are set out in the Ministers and Secretaries (Amendment) Act 2011.

This Scheme has been developed to set out a standard approach across the Department to fulfilling obligations in relation to the Irish language, taking into account what is practical and achievable over the coming three years.  The Scheme builds on the existing levels of services within the Department and on the principles of Quality Customer Service.  Responsibility for monitoring and reviewing the scheme will rest with the senior management of the Department.

In terms of the specific approach to the development of this Scheme, a notice was published in May 2014 under section 13 of the Official Languages Act 2003 inviting representations from interested parties.  The Scheme has been informed by the views received from staff during the Departmental consultation period.  The Department would like to thank all those who took the time to engage with this important process.

The Scheme also includes a commitment to assess on an ongoing basis the level of demand for services through Irish and to ensure that the Department continues to meet this demand in a planned, coherent and accessible way.  The Department will continue to gauge the level of demand for its services in the Irish language by carrying out regular audits to determine the level of queries/requests for services through Irish in a given period.

Commencement date of Scheme

This Scheme has been confirmed by the Minister for Arts, Heritage and the Gaeltacht and has effect from October 2015.  It will remain in force for a period of 3 years from this date or until a new Scheme has been confirmed by the Minister pursuant to section 15 of the Official Languages Act, whichever is the later.

Réamhrá

Is í seo an chéad Scéim Gaeilge atá ullmhaithe ag an Roinn Caiteachais Phoiblí agus Athchóirithe faoi alt 11 d’Acht na d’Acht na dTeangacha Oifigiúla, 2003.

Bunaíodh an Roinn Caiteachais Phoiblí agus Athchóirithe sa bhliain 2011. Tá an cheanncheathrú agus na hOifigí Aireachta i dTithe an Rialtais, Sráid Mhuirfean, Baile Átha Cliath 2. Is é Brendan Howlin, Uasal, TD, an tAire Caiteachais Phoiblí agus Athchóirithe agus is é Simon Harris, Uasal, TD, an tAire Stáit do Chaiteachas Poiblí agus Athchóiriú agus d’Oifig na nOibreacha Poiblí.

Tá défheidhm ag an Roinn; caiteachas poiblí a rialú agus ár gcuid buiséad a chur ar bhóthar inbhuanaithe arís agus na hathchóirithe is gá ar an gcaoi a n-oibríonn an Rialtas agus an earnáil phoiblí a chinntiú. Tá feidhmeanna na Roinne leagtha síos san Acht Airí agus Rúnaithe (Leasú) 2011.

Rinneadh forbairt ar an scéim d’fhonn cur chuige caighdeánach a leagan amach ar fud na Roinne i ndáil le hoibleagáidí maidir leis an nGaeilge a chomhlíonadh, ag tabhairt san áireamh an méid atá praiticiúil agus an méid is féidir a bhaint amach sna trí bliana atá romhainn. Cuireann an Scéim leis na leibhéil seirbhíse atá laistigh den Roinn cheana féin agus le prionsabail Seirbhís ar Ardchaighdeán do Chustaiméirí. Is faoi bhainistíocht sinsearach na Roinne a bheidh an fhreagracht monatóireacht agus athbhreithniú a dhéanamh ar an scéim.

D’fhonn cur chuige sonrach a leagan amach i leith forbairt na Scéime seo, foilsíodh fógra i mí na Bealtaine 2014 faoi alt 13 d’Acht na dTeangacha Oifigiúla 2003 ag lorg aighneachtaí ó pháirtithe leasmhara. Ba lón eolais don scéim na tuairimí a fuarthas ón bhfoireann le linn thréimhse chomhairliúcháin na Roinne. Ba mhaith leis an Roinn buíochas a ghlacadh leosan a ghlac an t-am a bheith rannpháirteach sa phróiseas tábhachtach seo.

Áirítear sa scéim freisin gealltanas measúnú a dhéanamh ar bhonn leanúnach ar an éileamh ar sheirbhísí trí Ghaeilge agus lena chinntiú go leanfaidh an Oifig de fhreastal a dhéanamh ar an éileamh sin ar bhealach beartaithe, comhleanúnach ina mbeidh teacht ag daoine air. Leanfaidh an Roinn leis an leibhéal éilimh ar a cuid seirbhísí trí Ghaeilge a thomhas trí iniúchtaí rialta a dhéanamh ar leibhéal na gceisteanna/iarratas ar sheirbhísí trí Ghaeilge laistigh de thréimhse áirithe ama.

Dáta tosach feidhme na Scéime

Dhaingnigh an tAire Ealaíon, Oidhreachta agus Gaeltachta an scéim agus tiocfaidh sí i bhfeidhm ón Deireadh Fómhair 2015. Beidh sí i bhfeidhm ar feadh tréimhse 3 bliana ón dáta seo nó go dtí go mbeidh Scéim nua daingnithe ag an Aire de bhun Alt 15 d’Acht na dTeangacha Oifigiúla, cibé acu is déanaí.
