The Office of Government Procurement has launched a public procurement competition for the provision of Business & Management Consulting and Advisory Services across all of government.

As part of the design and development of this Framework Agreement, the OGP engaged with the market in an effort to understand the market’s experience in participating in previous public sector procurement competitions. This engagement involved feedback from a significant number of smaller and medium sized practices with an interest in delivering services to the public sector. We have incorporated market feedback into our approach in an effort to ensure that the needs of our customers match the capacity and capability of the market place.
The Framework Agreement is divided into six (6) Lots, each Lot representing a core consulting practice area:

• Lot 1: Business Strategy & Operations;
• Lot 2: Organisational Change Management & Leadership;
• Lot 3: Human Resources Initiatives;
• Lot 4: Research Services & Surveys;
• Lot 5: Procurement & Logistics, and;
• Lot 6: Multi-Disciplinary Major Project Delivery.

It is intended that this All of Government Framework will provide an easy access route for Public Sector Bodies to pre-selected service providers who are best placed to deliver consulting services.

It is intended that the adoption of an All of Government Framework approach will deliver significant benefits and opportunities during its four-year lifetime.

It is hoped that an All of Government approach will bring significant benefits to contracting authorities including:

• Access to a range of high quality pre-selected service providers;
• Reduced time and cost of running procurement process;
• Control of and input to service provider selection and engagement;
• Competitive rates, and;
• Access to meaningful management information.

From a service provider perspective it is expected that some of the benefits arising from this Framework Agreement will include:

• Opportunity to supply services to a broad range of contracting authorities under a single contractual arrangement;
• Standard terms and conditions for engagement;
• Reduced tendering cost and effort;
• Direct engagement with contracting authorities, and;
• Heightened engagement with the OGP which will present an opportunity to shape and influence the future procurement of these services.

As part of this procurement, the OGP will host a Tenderers Briefing, the purpose of which is to outline the format, content and structure of the competition documents.
