Responsible for Expenditure Management, EU policy and Audit Division,; which manages various Votes including Housing, Planning and Local Government; Communications, Climate Change and Natural Resources and Defence as well as the climate change expenditure evaluation unit. It is also responsible for issues relating to the EU and Northern Ireland such as EU Structural Funds and North/South Programme policy. This Division is also responsible for the ERDF Audit Authority and Internal Audit Unit. The Internal Audit Unit provides a shared internal audit service to the Department of Public Expenditure and Reform and the Department of Finance.

Responsible for Remuneration, Industrial Relations and Pensions Division, which deals with public service pay and pension policy development and application, and industrial relations issues across all sectors of the public service (civil service, education, health, local authorities, defence, justice (Garda Siochána, Prisons), non-commercial State agencies), and related matters including the pay and pensions of Officeholders, and the operation of the Conciliation & Arbitration (C & A) Schemes and of Vote 12 Superannuation and Retired Allowances. In addition the section deals with pensions terms applying in commercial State bodies where significant matters of policy are involved; atypical pension terms (e.g. professional added years; cost neutral early retirement), employment conditions for EU officials; Board fees; Travel and Subsistence policy; and certain financial supports for the Houses of the Oireachtas.

Responsible for the Reform and Delivery Office, including the Corporate Support Unit. The Reform and Delivery Office is responsible for driving, co-ordinating and supporting the Government’s programme of Public Service Reform, as set out in the Public Service Reform Plan 2014-16. The RDO also leads on the implementation of the Civil Service Renewal Plan and on alternative models of service delivery, including external service delivery. The RDO plays a lead role in communications on the reform programme and supporting a range of reform governance structures such as the Cabinet Committee on Social Policy and Public Service Reform, the Civil Service Management Board and other groups and networks. Within the RDO, the Chief Operations Officer focuses on the provision of quality support to the Department’s Management Board, including management and administration of PQ’s, Freedom of Information for the Department, risk management and compliance, (e.g., ethics and audit), business planning co-ordination, including Statement of Strategy and Quality Customer Service.  The RDO is also responsible for the delivery of Government Reform including legislative reforms and other initiatives (e.g. Open Data, the Open Government Partnership Initiative, corporate governance and accountability, State Boards Appointments) as well as policy responsibility in a number of areas (e.g. Lobbying, Oireachtas Inquiries, Freedom of Information, Protected Disclosures).

The National Shared Services Office within the Department is leading shared service strategy and implementation of Shared Services projects and operations within the overall Reform and Renewal context. The Office is directly responsible for overseeing Shared Service projects and operations within the Civil Service. As part of its wider leadership role, it provides expert guidance and support to other Public Service sectors in progressing their Shared Service commitments.

Responsible for the Human Resources Directorate to provide a world class service to the State and to the people of Ireland requires that all Civil Servants are supported to fulfil their potential, operate at the highest level of performance and achieve their objectives. Key to achieving this is a range of actions designed to increase capacity and capability, including in the area of Human Resources (HR). The Human Resource Division is leading the transformation and modernisation of the HR function across the Civil Service. The Division aims to energetically promote the values of the Civil Service and establish a positive working environment for all employees that supports diversity and encourages innovation and continued improvement.

Responsible for the Office of the Chief Information Officer developing and implementing an ICT Strategy for Government that ensures an integrated approach to the exploitation of ICT across all Departments and Public Service Bodies, accelerating the delivery of digital services across Ireland and a transformation in the use of the Government’s information assets.

The Office of the Chief Medical Officer provides an efficient and cost effective occupational health service to civil servants, prison officers, state industrial workers, defence industrial workers, Public Appointments Service as well as to various non-commercial semi-state bodies. This encompasses pre-employment medicals, workplace rehabilitation of sick employees and ill health retirement, as well as ongoing workplace health issues. It also includes statutory health screening (e.g. audiogram hearing checks), statutory vaccinations (e.g. hepatitis B) and health promotion screening (e.g.cholesterol / diabetes checks). Policy advice is provided by the CMO on all work and health issues to Department of Public Expenditure and Reform, civil & public service personnel officers, Chief State Solicitors Office, State Claims Agency and other areas of public sector as required.

Responsible for the Office of Government Procurement establishing new structures for procurement across the State and bringing increased levels of collaboration and consistency to public service procurement.  See www.procurement.ie for more information.
